Cebu Electricity Bill: What Renters Pay on VECO (2026)

Electricity is the utility that surprises most newcomers to Cebu. Visayan Electric (VECO) bills a single all-in residential rate per kilowatt-hour, and for the June 2026 cycle that rate is ₱13.74/kWh, the highest of the year so far. The number looks small. Run an air conditioner for eight hours a night and it is the difference between a utility bill you ignore and your second-largest monthly cost after rent.

What Does VECO Charge Per kWh?

The current published all-in residential rate is ₱13.74/kWh for the June 2026 cycle. Two things about that figure matter as much as the figure itself.

It rests on a named secondary, not on the utility’s own peso figure. Visayan Electric published a June rate post (June Power Rates Impacted by Tight Supply Conditions and Rising Generation Costs) that explains the drivers, the Visayas grid alerts, WESM prices, fuel costs, and states no peso amount anywhere in it. The ₱13.74 comes from SunStar Cebu, reporting a climb from ₱12.88/kWh in May. May’s ₱12.88 is on the utility’s own site, in its May rate announcement, which is how we can check the chain: 12.88 minus the stated ₱0.31 monthly increase gives 12.57, exactly our April point.

The July 2026 rate does not exist yet. As of 12 July 2026, no July cycle has been posted. We will not interpolate one, and we will not carry June forward. What makes up your rate:

• Generation charge. The largest chunk, and the volatile one. It covers the cost of producing electricity and moves with the Wholesale Electricity Spot Market (WESM), where power is traded. When WESM spikes on tight supply, your bill follows within a cycle.
• Transmission charge. Moving power from the plants to Visayan Electric’s grid. Set by the National Grid Corporation of the Philippines.
• Distribution charge. The utility’s own fee for delivering to your meter. The most stable component.
• System loss charge. Technical and non-technical losses, capped by the ERC.
• Taxes and fees. National and local franchise tax, plus VAT.

That table is the whole series we have, per observed billing cycle, each point with its own source. Read the last four rows and the pattern is obvious: ₱12.36 in March, ₱12.57 in April, ₱12.88 in May, ₱13.74 in June. Dry season plus tight Visayas supply pushed the rate up 11% between March and June. A renter who budgets from one month’s bill gets caught by exactly this.

How Cebu compares to the other cities we track. On the same June 2026 cycle, Davao Light bills ₱12.30/kWh and MORE Power in Iloilo City bills ₱13.9101/kWh. Cebu sits between them, and the Davao gap is the one that matters if you are choosing between cities: at 250 kWh a month, a Cebu renter pays about ₱360 more than the same household in Davao. Iloilo is a rounding error above Cebu, worth about ₱43 a month at the same usage, which is not a reason to pick a city. Meralco’s June 2026 residential rate was ₱14.4833/kWh, rising to ₱14.8261 for July (GMA News, 10 July 2026, reporting Meralco’s own advisory), so Metro Manila remains the dearest of the four.

We do not publish a rate for the Cebu electric cooperatives (Cebeco I, II and III) that serve much of the province outside the Visayan Electric franchise. We have not verified one against a primary source, so there is no number here. If you are renting outside Metro Cebu, ask the landlord which utility bills the meter before you assume the city rate applies. How Much Is a VECO Bill Without Aircon?

A studio or 1BR running basic appliances and no air conditioning consumes roughly 120–200 kWh a month. At the current rate that is about ₱1,650–2,750.

The fridge is the thing to look at, because it runs around the clock and an old one with a tired door seal quietly runs its compressor far more than a new one does. Everything else on that list is noise. That is the point of the no-AC baseline: without a compressor cooling the room, there is very little left to optimise.

The Real Cost of Running an AC in Cebu

Air conditioning is where a VECO bill goes from background expense to budget item. Two variables dominate: the unit type (inverter or not) and the hours you run it. Room size and set temperature matter less than most people expect.

The method, so you can do this with your own unit. Every split-type AC has a rated input power in watts on the nameplate, usually on the side of the indoor unit or on the spec sticker of the outdoor one. Monthly kWh is that wattage, times hours per day, times 30, divided by 1,000. Multiply by the current rate and you have your bill.

Worked at the wattage bands we assume for a 1.5HP split running eight hours a night:

Like for like, the non-inverter costs about ₱1,300–1,650 a month more for the same eight hours in the same room. That is the single biggest lever on a Cebu electricity bill, and it is decided at the appliance store, not by anything you do afterwards.

We deliberately do not publish a per-model wattage table. We have not verified one against manufacturer spec sheets, and a table that is wrong by 200 W is worse than no table at all. Two smaller factors, in the order they actually matter:

• Hours beat temperature. Cutting a 1.5HP inverter from twelve hours to eight saves roughly 96–132 kWh a month, about ₱1,300–1,800. Nudging the thermostat from 22°C to 24°C saves single-digit percentages. Use the timer.
• A dirty filter makes the compressor work longer for the same room temperature. Clean it monthly, have the unit serviced when airflow drops. We are not quoting a service price band here, because Cebu cleaning quotes vary by unit type and floor and we have no verified list.

How to Read Your VECO Bill

Your bill arrives as a printed statement or via eBillTxt, the SMS version. The one number that matters is present reading minus previous reading, which is your kWh for the cycle. Everything else on the statement is built into the all-in rate you multiply that by.

Worth checking each month: the generation charge (the line that moves), the system loss charge (small; query it if it is not), the bill deposit line and its accrued interest, and the due date, because late payment triggers a surcharge.

Common renter issue: shared meters. Some older buildings and boarding houses run one Visayan Electric master meter, and the landlord reads a sub-meter for your unit and bills you a per-kWh rate of their own. Newer IT Park condo stock like Solinea and Avida Towers is individually metered as standard; older walk-ups around Capitol, Colon and Mandaue are far likelier to be sub-metered. Ask which it is before you sign, not after.

VECO Bill Deposit: What You Pay Upfront and How to Get It Back

Set up a new connection or transfer one and you pay a bill deposit. Under ERC Resolution No. 03, Series of 2026, issued 29 January 2026, that deposit is capped at one month’s estimated billing based on your connected load, and may be paid in three equal monthly instalments. Consumers on the 100% lifeline discount are exempt entirely.

One month’s billing is not an abstraction: for a no-AC studio at 120–200 kWh, that is the same ₱1,650–2,750 the meter would have charged you anyway, and more if you run aircon. Ask what load schedule the deposit was computed on.

The refund rules are the part most renters do not know, and they changed this year. Per Visayan Electric’s own bill deposit refund advisory (26 March 2026), you qualify if any one of these is true:

• you have a record of full, on-time payments for a continuous two-year period (it used to be three);
• you are enrolled in the 100% lifeline discount programme; or
• your bill deposit exceeds your electricity consumption over the previous 12 months.

The refund is automatic. The utility’s advisory says an eligible customer’s refund is credited to the billing statement on the anniversary of service activation, with no application. You do not queue for it. The deposit also earns interest, which under the Magna Carta for Residential Electricity Consumers is credited to the bill yearly, and the utility must now disclose the deposit held and the interest accrued on the statement itself. We do not publish an interest percentage here, because the rate is tied to the utility’s cost of capital or the prevailing BSP savings rate rather than a fixed published number, and we have not verified the figure Visayan Electric currently applies.

On move-out, the deposit is returned in full once outstanding bills are settled. Bring your latest bill, a valid ID and proof of lease termination to a service center.

The Levers That Actually Move the Number

The rate is out of your hands. Consumption is not, and at Cebu rates the ranking is not close:

1. Buy the inverter. ₱1,300–1,650 a month at eight hours nightly, from one decision at the appliance store.
2. Cut the hours, not the degrees. A timer running 10 PM to 6 AM instead of 8 PM to 8 AM is four hours a night less, worth roughly ₱1,300–1,800 a month on a 1.5HP inverter. Set-temperature tweaks are worth single-digit percentages.
3. Use the room, not the compressor, from November to February. A unit with windows on two sides and a standing fan on the windward side sleeps comfortably most nights in the cool months. March through May is when aircon stops being optional.

The Bottom Line on VECO

Your Cebu electricity bill is decided by one thing: aircon. Without it, the utility is a minor line at roughly ₱1,650–2,750 a month. With a non-inverter running nightly, it becomes your second-largest cost after rent. At the current rate, the inverter’s premium comes back inside a year, and it comes back every year after that.

Two honest caveats, because they are the difference between a number you can use and a number you should not. The June 2026 rate rests on a named secondary rather than the utility’s own peso figure, and the July 2026 rate has not been published at all.
