Aircon in Cebu: Sizing, Buying, Running Costs (2026)

HP sizing per room, window vs split vs portable, what we can and cannot verify about Cebu retail and service prices, the R-32 refrigerant question, and running costs computed live from the VECO rate ledger.

Walk through any tower in IT Park at 2 PM in April and the west-facing units are the hardest cooling load in the building. Sealed for thermal efficiency on paper, then fitted with glass curtain walls that turn every afternoon into a greenhouse. That is the context for every aircon decision in Cebu: the climate is hot year-round, VECO moves its rate monthly (currently ₱13.74/kWh, June 2026 (+₱0.86, 2026 high) — named-secondary only (SunStar Cebu, 2026-06-28 (named secondary — see verificationNote), Jun 2026)), and the unit you pick decides whether cooling one bedroom costs you around ₱2,650 a month or closer to ₱7,400.

Sizing: What HP for What Room

Buy on cooling capacity, not on HP. HP is a marketing proxy; the number that matters is BTU/hr, and Philippine consumer ratings put roughly 9,000–10,000 BTU/hr behind “1.0 HP” and 12,000–14,000 behind “1.5 HP”.

Midea’s own adjustment guidance is the part worth reading twice, because it is where Cebu towers break the chart. Size up half a step for a west-facing wall or a large glass surface. Size up a full step for a top-floor unit taking direct sun. Rooms carrying several people plus running electronics can need 20–30% more cooling capacity than floor area alone suggests.

In practice that means the glass-curtain-wall units (Avida Towers Riala, 1016 Residences, newer Solinea stacks) sit one notch above their floor area, and a hillside unit in upper Lahug or Busay, where ambient runs cooler than downtown, sits at or slightly below it.

Do not buy a larger unit “to be safe”. An oversized aircon cools the room fast, trips the thermostat, and shuts off before the evaporator has pulled moisture out of the air. You get a cold, clammy 25°C room that feels worse than a properly sized unit holding 26°C, plus a compressor that cycles more often and wears faster.

Window vs Split vs Portable

Three types dominate the Cebu market, and the trade-offs between them are structural rather than financial. Prices sit in their own section below, with the sourcing gap attached.

Go window type if the unit already has a slot (common in older Mabolo, Mandaue, and Capitol walk-ups), you are staying 12+ months, and compressor noise while you sleep is not a deal-breaker.

Go split type if you own the unit or hold a long lease with written consent for wall penetration, and you sleep within a few metres of the indoor unit. Most modern Cebu condos (Avida, Solinea, Mivesa Garden Residences, Mactan Newtown) already have split-type brackets.

Go portable if your lease forbids wall modification or you are on a six-month stay. It is the least efficient of the three by a clear margin: the hose bleeds heat back into the room and the unit pulls conditioned air from the apartment to cool itself. One combination to avoid outright is a 1.5 HP portable running 10+ hours a day, which buys you split-type electricity bills without split-type cooling.

What Units Actually Cost: What We Can and Cannot Verify

This is where most Cebu aircon guides quietly make things up, and where an earlier version of this page did too. Here is the honest position.

What we can cite. On SM Appliance’s own online store, checked 12 July 2026, listed prices for 1.0 HP inverter split units from LG and Panasonic ran ₱44,707–47,350, and 1.5 HP units from LG, Panasonic, and Daikin ran ₱46,710–52,741. Those are national online listings for the Japanese and Korean majors, published by the retailer itself.

What that does not tell you. It is not a Cebu shelf survey, it does not cover the budget inverter brands (Koppel, TCL, Midea) or the entry-level window tier, and store promos routinely move the sticker. So we publish no Cebu retail price band, no brand-tier price table, and no secondhand resale band. Every one of those figures that used to be on this page was unsourced, and swapping one unsourced number for another is not an improvement.

Brand tiering itself is stable and useful: Daikin, Panasonic, and Mitsubishi Electric at the top on compressor life and quietness; Carrier, LG, Samsung, and Hitachi in the upper-middle with strong Cebu service networks; Koppel, TCL, and Midea as real inverters at a lower price; Fabriano, GE, and Hanabishi on bare-minimum non-inverter window units. What separates them is compressor quality and how the brand behaves on a warranty claim, and that shows up in year 3 on heavy use. The brand-tier breakdown goes tier by tier.

Where to look in Cebu. SM Appliance (SM City, SM Seaside, SM Consolacion) has the widest model range and arranges installation at point of sale. Abenson (Ayala Center, SM Cebu) is stronger on LG and Samsung. Anson’s (Ayala Center) carries the most premium Japanese display units. Ace Hardware (Banilad Town Centre, IT Park) is window-type focused and does not arrange installation. Facebook Marketplace and Carousell churn hard in IT Park and Mactan Newtown when expats on one-to-two-year contracts leave. If you buy secondhand, see it running for 15 minutes, get the original receipt for warranty transfer, and budget a professional inspection and clean immediately after purchase.

Installation: What to Ask, Since Nobody Publishes a Rate Card

Split-type installation in Cebu is quoted per job. No Cebu operator publishes a current labour rate card that we can fetch and cite, so we do not print a labour band. That is a gap, not a secret: get two written quotes before you commit, and read them against this list.

A standard split install should include a copper pipe kit (usually 10 ft), insulation, communication wire, drain line, and the outdoor bracket. Extra pipe run, a high-floor mount, and vacuum pump service are the three things that commonly appear as line items afterwards.

Three questions to ask before you pay:

  1. Does the quote include vacuum pump service? Skipping it leaves moisture in the lines and kills the compressor. Non-negotiable.
  2. How long is the warranty on the installation labour itself? Leaks from bad flare joints show up in the first three months if they show up at all.
  3. Who handles a manufacturer warranty claim? If you bought through SM Appliance or Abenson, they coordinate with the brand. If you bought the unit separately and hired an independent technician, that is your job.

For a window type, most renters skip professional installation: a 1.0 HP unit is a one-person lift with a bracket. Above the third floor, pay someone. Falling units hit people below.

Running Cost: The Monthly Math

This is the one part of the page that is computed rather than asserted. Every peso figure below is your consumption assumption multiplied by the live VECO rate from our ledger (₱13.74/kWh (SunStar Cebu, 2026-06-28 (named secondary — see verificationNote), Jun 2026)), so when the rate moves, this table moves with it.

VECO’s rate is not a constant, and treating it as one is how every stale aircon guide on the internet gets its arithmetic wrong. It ran ₱12.36/kWh in March 2026, ₱12.57 in April, ₱12.88 in May, and ₱13.74 in June. Note the sourcing caveat we carry on that last figure: Visayan Electric’s own June rate post publishes the drivers and no peso figure, so the June number is carried by SunStar Cebu, a named secondary. Computed at the live VECO residential rate from src/lib/data/series (₱13.74/kWh, June 2026 cycle) × 30 days, on our published draw assumptions: 1.0 HP inverter 550–800 W, 1.5 HP inverter 800–1,100 W, 1.5 HP non-inverter 1,300–1,500 W. Those wattage bands are an engineering prior, not a measured sample and not a manufacturer spec sheet — read the nameplate on the unit in front of you and substitute it. Method: /methodology.

Two patterns fall out. The non-inverter renter running 8 hours pays more than the inverter renter running 12: the unit type swamps the hours. And holding 22°C instead of 25°C keeps the compressor near full load for longer, which is why the bottom two rows are where they are.

The inverter saving on a 1.5 HP unit at 8 hours a night is ₱1,300–1,650/month at the current rate. To get your own payback, divide the price gap between the two units in front of you by that number. At an illustrative ₱10,000 premium, that is 6–8 months. We deliberately do not publish a single headline payback figure, because the retail premium it would have to be divided by is exactly the number we cannot verify.

Maintenance: The Cheapest Lever You Have

A clogged filter restricts airflow and forces the compressor to work harder. The US Department of Energy’s Energy Saver guidance puts a number on the fix: routinely replacing or cleaning your air filters “can lower your air conditioner’s energy consumption by 5-15 percent”. On a ₱2,650–3,650 monthly aircon load in Cebu, that is roughly ₱130–550 a month for ten minutes of work.

DIY, every 2–4 weeks. Pop the front panel, pull the filter, rinse it under the tap, air-dry, refit. Free.

Professional deep clean, every 3–6 months, and book the dry-season one in late February, before the March–May heat arrives and every technician in Metro Cebu is booked out.

On price, we have one citable Cebu source and it is old. A Cebu operator publishes a service price list on its own site (window-type clean ₱350, split-type wall-mounted ₱750, ceiling-suspended ₱1,000, floor-mounted ₱800, cassette ₱1,500, R-410A top-up ₱3,000–4,500), and that list is self-dated 2018. We are not going to restate 2018 figures as 2026 prices, and no current, dated Cebu service price survey exists that we can cite. Treat those numbers as an order of magnitude and get two quotes. Cebu Aircon Services (Talisay), Premier AC Philippines (Mandaue and Mactan), and Coldway all take residential condo bookings; response inside Metro Cebu is usually a day or two, slower out toward Consolacion and Liloan.

We also do not publish a compressor-replacement price, for the same reason. What is true regardless of the figure: a compressor is the most expensive thing on the unit, filter neglect is the most common way to kill one, and the cleaning that prevents it costs less than the electricity the dirty filter is already wasting.

One Spec to Get Right: R-32 vs R-410A

Almost every guide you will read says R-410A was banned on 1 January 2025 or 1 January 2026 and that all new units are now R-32. In the Philippines, that is wrong, and it is worth understanding why before a salesperson uses it on you.

The 1 January 2025 date is a US rule. The US EPA’s Technology Transitions program set a 700 GWP limit on new residential and light commercial air conditioning with a manufacture-and-import compliance date of 1 January 2025, with an exception allowing installation of systems whose components were manufactured before that date. R-410A (GWP ~2,088) fails that limit; R-32 (GWP ~675) passes.

The Philippines is on a different clock. As an Article 5, Group 1 party to the Montreal Protocol’s Kigali Amendment, the country froze HFC consumption at its baseline in 2024, with the first step down (to 90% of baseline) due in 2029, then 70% in 2035, 50% in 2040, and 20% from 2045. That is a consumption phase-down, not a product ban, and there is no Philippine rule taking R-410A room air conditioners off the shelf in 2026. Both refrigerants are legally sold here today.

Buy R-32 anyway. It carries a much lower global warming potential, needs a smaller refrigerant charge for the same duty, and the whole industry is moving that way, which means service parts and refrigerant supply for R-410A get scarcer and dearer over the life of the unit you are buying now. Check the nameplate on the indoor and outdoor unit before you pay. If a retailer is clearing R-410A stock, that is legal, and the correct response is a discount, not a premium.

Aircon in a Cebu Rental: Who Pays for What

Most Cebu rentals come with at least one aircon installed, and the responsibility split is a recurring source of landlord-tenant friction. The Civil Code gives a default framework, but the lease overrides it, so read yours.

Default split, if the lease is silent:

  • Landlord: major repairs on a unit they installed (compressor, evaporator coil, refrigerant leak from a manufacturing defect), replacement of units past useful life, and damage from structural problems such as a ceiling leak soaking the indoor unit.
  • Tenant: regular filter cleaning, damage from misuse, and minor consumables.

On move-in day: photograph every unit with the serial and model plate visible, run each one for 15 minutes and listen, ask for the last service record, and get one sentence into the lease. “Landlord covers aircon compressor and coil replacement during the lease term” takes five minutes to add and settles the argument before it starts.

The 5-year rule is the threshold Cebu landlords and technicians tend to work to in practice: under 5 years and it stops cooling, the finger points at cleaning; over 5 years and it fails, it is treated as end-of-life. That is custom, not law, and it is why a written diagnosis from a neutral technician is what actually resolves the dispute. See security deposits for the broader framework.

What to Skip

  • The oversized unit “for the living room” when you only ever sleep in the bedroom. Start with the bedroom. Add the second unit only if you genuinely sit in the living area with the AC on.
  • A non-inverter split for a 12+ month stay. At the current rate the running-cost gap settles the question by itself.
  • Paying a premium for R-410A stock. It is still legal to sell here, but it is the older technology on a longer-run cost curve. Negotiate, or pass.
  • Delaying the deep clean to save the fee. The electricity a clogged filter wastes runs ahead of the cleaning fee inside a month or two, and the compressor risk sits behind that.
