A Cebu expat household with one full-time stay-in kasambahay, paid at the Cebu street rate, with mandatory SSS, PhilHealth and Pag-IBIG contributions and 13th month pay, costs roughly PHP 180,000 to PHP 237,000 per year in cash and statutory benefits. The legal minimum under Wage Order ROVII-DW-05 is PHP 7,000 per month, effective October 4, 2025. Almost nobody pays it. This guide covers what the statute actually obliges you to do, what the contributions cost at each wage, and, where nobody publishes a Cebu number, it says so instead of guessing.
The legal floor, and the number nobody publishes
The PHP 7,000 minimum under Wage Order ROVII-DW-05 applies across all of Region VII: Cebu City, Lapu-Lapu, Mandaue, Talisay, and every fourth-class municipality. Before October 2025, chartered cities and first-class municipalities paid PHP 6,000 and everywhere else paid PHP 5,000. RTWPB-7 folded both into a single PHP 7,000 rate (PNA, September 2025) and made it indifferent to live-in or live-out status.
Paying the minimum is legal. It is also close to impossible in Cebu City if you want someone who stays. What a helper actually expects from an expat household sits well above the floor. That is where the sourcing gets thin, and this is the part most guides quietly make up.
The guide’s own framing is a “survival floor” of PHP 12,000: the monthly income it argues a helper supporting a family needs to clear against 2026 food and transport costs. Cebu’s published street band tops out right at that line, which is a reasonable read on why retention is hard here at the bottom of the range.
The one other Cebu-specific figure in circulation is Indeed’s helper salary page for Cebu City, which showed an average of PHP 12,073 per month when checked in July 2026, updated 20 January 2026. Treat that with real caution: it is self-reported, and the page discloses that the average rests on five submitted salaries. Five is not a sample. It is directionally consistent with the PHP 10,000 to PHP 12,000 band and it is worth nothing more than that.
Pay the legal minimum and you will be re-hiring every few months. That claim does not need a statistic to hold.
Stay-in, stay-out, or part-time
Three common setups, each with a different cost profile.
Stay-in. The helper sleeps at your condo or house, eats with the household, and gets one full day off per week. You are also providing three meals a day and sleeping quarters that are “humane” and “ensure safety” per RA 10361 Sec. 6, plus utilities. The real constraint in Cebu is architectural: most studios and 1BR condos have no maid’s room, so stay-in usually needs a 2BR or a house. Ayala-area condos like Solinea and Avida IT Park have units with a yaya’s nook behind the kitchen. Older buildings in Mabolo and Mandaue typically do not.
Stay-out. The helper has her own place and commutes. The wage has to absorb the meals and transport she is now paying for herself, and Cebu households commonly add PHP 3,000 to PHP 5,000 to cover it. That is a household convention we have seen quoted repeatedly, not a sourced figure, and we flag it as such. The advantage is that you get your privacy back and condo stay-in rules stop being a question. Common for couples in 1BR units in IT Park, Lahug, or Mactan Newtown.
Part-time. Two or three days a week for cleaning and laundry, no childcare. This is the most common pattern for solo expats and childless couples in Cebu condos. The band you will hear quoted is PHP 300–PHP 500/day for six to eight hours, plus lunch and a small transport allowance. No published source gives a Cebu part-time day rate. That band comes from what expat households report in Cebu Facebook groups; MaidProvider’s guide covers full-time arrangements only and says nothing about day rates. Use it as an anchor for negotiation, not as a fact. Condo front desks at Horizons 101, 1016 Residences, and Mandani Bay can often refer someone who already works the building.
Part-time arrangements still fall under RA 10361 if you are the sole employer and the work is regular. If your cleaner works two half-days for you and splits her week across three other households, each household is a separate employer, and the registration obligation follows each employment relationship rather than one convenient designated payer. That is messy territory, and it is the reason most Cebu expats use agency-placed part-timers who handle their own registration.
What you are actually paying
The number that sticks in memory is the monthly salary. The number that hits your bank account is bigger.

Wage band: MaidProvider.ph 2026 Kasambahay Salary Guide (named secondary, not a survey). SSS 15% rate and EC per the SSS contribution schedule under RA 11199. PhilHealth 5% of basic with a PHP 10,000 floor per PhilHealth Circular 2020-0005, restated in Advisory 2025-0002. That total, roughly PHP 15,000 to PHP 19,700 per month or PHP 180,000 to PHP 237,000 per year, is the honest budget number. Stay-out strips the board and lodging line but raises the wage. Part-time knocks the total down to a few thousand pesos a month if you only need two half-days a week.
A Cebu-specific cost that does not show on the table: some condominium corporations apply an “additional occupant” charge on top of regular association dues when a helper lives in the unit. Ask the property manager before you hire, because the amount varies by building and we have not been able to source a representative range. The fee itself is usually small. SSS, PhilHealth, Pag-IBIG: how the splits actually work
Every expat who hires domestic help in the Philippines becomes a “household employer” in the eyes of three agencies. RA 10361 Section 30 makes registration mandatory after one month of service. You register once, then pay monthly.
If the monthly wage is below PHP 5,000, Section 30 puts the whole premium on the employer. The helper pays nothing.
At PHP 5,000 and above, the helper pays her proportionate share and the standard 2026 schedule applies:
- SSS: 15% of the monthly salary credit, split 10% employer and 5% employee, per the SSS contribution table. The 15% rate is the final step legislated under RA 11199 and is unchanged for 2026. Add the Employees’ Compensation contribution, PHP 10 a month below an MSC of 15,000, paid by the employer alone.
- PhilHealth: 5% of monthly basic salary, the ceiling rate under the Universal Health Care Act, with a PHP 10,000 income floor and a PHP 100,000 ceiling, split 50/50. The operative issuance is PhilHealth Circular 2020-0005, restated in Advisory 2025-0002, and the rate is unchanged for 2026. Because of the floor, a helper on the PHP 7,000 minimum is still charged as if she earned PHP 10,000: PHP 500 a month, PHP 250 from each side.
- Pag-IBIG (HDMF): 2% from each side, capped at PHP 200 each once monthly compensation reaches PHP 10,000. The Fund doubled the maximum fund salary from PHP 5,000 to PHP 10,000 under HDMF Circular 460, effective February 2024, and that remains the operative base. Below PHP 10,000 it is a straight 2%: PHP 140 each on a PHP 7,000 helper.

The employee share comes out of her gross pay. You deduct it, remit the whole bundle on her behalf, and keep the receipts. Administrative fines under RA 10361 Section 40 run from PHP 10,000 to PHP 40,000 for any violation of the Act, and unpaid SSS contributions accrue a 2% per month penalty under RA 11199.
For registration, the practical Cebu sequence: register as a household employer at the SSS branch on Osmeña Boulevard, then complete PhilHealth and Pag-IBIG at their respective Cebu offices, then file the kasambahay registration with DOLE Region 7 on Gorordo Avenue, Lahug. Bring the helper’s two government IDs, a passport-size photo, your own ID (ACR I-Card for long-term foreigners, passport otherwise), and the signed written contract.
13th month, rest days, and the other non-wage rights
Beyond the three contributions and the 13th month, RA 10361 grants rights that catch first-time foreign employers off guard. Budget for them before hiring, not during a dispute.
- One full day off per week. Section 21: at least 24 consecutive hours of rest. Most Cebu households settle on Sunday. Religious observance (Seventh-day Adventist is common in Cebu province) tends to decide the day rather than the employer’s preference.
- Aggregate 8 hours of daily rest. Section 20. Not necessarily continuous, but eight hours in total across the day.
- Five days of paid service incentive leave after one year (Section 29). Separate from the weekly rest day, and it does not carry over or convert to cash.
- Humane sleeping arrangements. Section 6: three adequate meals a day and sleeping quarters that “ensure safety.” A couch in the living room does not qualify.
- Access to communication. The law prohibits holding a helper’s phone, passport, or personal documents. It is a bigger issue with live-in hires, and it is unambiguously illegal.
- Written contract, in a language the helper understands. Cebuano works, English works, both is better. DOLE publishes a free model contract.
The weekly day off and the daily rest period are the most litigated provisions of the Act. If your household needs 24-hour coverage (an infant, an elderly parent), you hire two helpers on staggered shifts. There is no version of “one live-in yaya who handles the baby round the clock” that is both legal and sustainable.

Where to find a helper in Cebu
Four channels, ranked roughly by how much work the channel does for you.
1. Agency placement. Highest up-front cost, lowest effort. Helping Hands Cebu is the longest-running local option and focuses on kasambahay, laundry, and light cleaning placements. Cebu Maids Provider runs primarily on Facebook, with intake availability that varies through the year. HelperChoice lists profiles for nannies and babysitters. Placement fees are commonly quoted at PHP 5,000 to PHP 15,000, typically with a 30-to-90-day free-replacement window; we have not been able to source that range to a published price list, so confirm it in writing before you commit. The agency should be running Barangay clearance, Police clearance, NBI clearance, chest X-ray, and Hepatitis B screening before it sends you anyone.
2. Building referrals. Ask the front desk or the property manager. Most expat-heavy Cebu buildings (32 Sanson, Solinea, Avida IT Park, Mactan Newtown, Horizons 101, Mandani Bay) have a shortlist of cleaners and part-timers who already work several units. The referral means someone already vouches for the person and building security already knows her face. Often the best route for part-time work.
3. Facebook groups. “Cebu Expats,” “Cebu Housing & Services,” and “Kasambahay Hiring Cebu” all see regular posts. Volume is high, vetting is entirely on you, and there is no enforceable guarantee. For a stay-in hire from Facebook: meet twice, talk to the previous employer, and verify the NBI and Barangay clearances yourself at the issuing office or through the NBI Clearance portal.
4. Personal referral from another expat. The most reliable by a wide margin, and the scarcest. If a family is leaving Cebu and their long-tenured helper is open to a new household, that is the ideal hire, because the reference is real rather than asserted. Cebu’s expat population is small enough that word travels fast.
Whatever the channel, verify three documents before the first day: an NBI clearance issued within the last six months and matching her ID exactly, a Barangay clearance from her current address, and a recent chest X-ray.
What to put in the contract
RA 10361 requires a written contract, but the model contract is bare-bones. The practical Cebu expat version adds five clauses the model leaves out:
- Exact duties. “Light cleaning of a 1BR condo, laundry twice a week, meal prep Monday to Friday, no childcare” removes the ambiguity that becomes conflict later.
- Rest-day work rate. Here is the thing most guides get wrong: RA 10361 sets no overtime premium. Section 21 gives the 24-hour weekly rest and leaves any additional pay for rest-day work to what the parties agree. The Labor Code’s 25% overtime premium is not what governs here. So put an actual peso figure in the contract, because if you do not, the law will not supply one for you.
- Uniform and grooming allowance. A small number that matters disproportionately for retention.
- House rules. Phone use, visitors, alcohol, pets, photography of the household. Boring, and it preempts arguments.
- Termination. Section 32 lets either side end an open-ended arrangement on five days’ notice. Sections 33 and 34 list the just causes for each side. And if you dismiss her unjustly, Section 32 requires you to pay wages already earned plus the equivalent of 15 days’ work as indemnity, with no length-of-service condition attached. Spell the mechanics out in the contract.
The DOLE kasambahay contract template is free, available in Filipino and English, and Cebu-usable. Print two copies, both parties sign each, each keeps one. A helper who will not sign a written contract is a red flag.
The mistakes that cost more than the salary
Skipping contributions “because she prefers cash.” Simpler, slightly cheaper, and it creates uncapped back-liability. Two years of unpaid SSS at a 2% monthly penalty is far more than the contributions would have been, before the RA 10361 fine lands on top.
Not documenting a cash advance. Many Cebu helpers ask for a one-month advance (a vale) in the first few weeks, and giving one is fine. Not writing it down is not. If she leaves with the advance unrepaid, you have no claim. Put every vale in a one-line signed acknowledgment, and cap it at one month’s wage. Beyond that it is a debt trap for her and a near-certain loss for you.
Not verifying the NBI clearance yourself. Agencies sometimes pass along expired or photocopied clearances. A genuine NBI clearance carries a QR code you can check on the NBI portal. Ninety seconds of checking catches the case where the name on the ID does not match the name on the clearance.
Treating the helper like family, then being surprised when boundaries blur. Cebu helpers often stay with the same household for five or ten years, which is a gift. It is also the source of the most common HR problem in expat homes: informal loans that grow, personal drama that becomes household drama, medical emergencies the employer half-finances. Be generous, be clear, and keep the employment relationship distinct from the personal warmth.
What changes next
RTWPB-7 reviews the domestic-worker wage on roughly a twelve-month cycle, and ROVII-DW-05 took effect in October 2025. A new Central Visayas kasambahay wage order is plausible from Q4 2026, at which point the PHP 7,000 floor in this article is the first number to re-check. The gap worth watching, though, is the one we published above. Nobody publishes a Cebu-specific yaya or cook rate, which means every confident band you read online is either a Manila number wearing a Cebu label or somebody’s guess. The complication in hiring here is regulatory, not financial. The cost gap between a compliant hire and a non-compliant one is small. The exposure from getting it wrong is not. Pay above the floor, register the three agencies, sign a real contract, and you will spend less time managing the arrangement than you do managing your internet provider.
