GCash Fees Breakdown (2026): The Bank Rail Went Free, the Counter Still Takes 2%

In July 2026 the big banks zeroed their InstaPay fee and GCash cut its send fee to PHP 10. The 2% did not disappear — it still lives at the Cebuana and M Lhuillier counter, above the monthly quota.

A Cebu landlord taking PHP 30,000 monthly rent through GCash pays somewhere between PHP 120 and PHP 5,400 a year in cumulative fees. Same rent, same building, same tenant. The only variable is whether the tenant pushes the money from a bank app or walks into the M Lhuillier on Gov. M. Cuenco.

That gap got wider in July 2026, not narrower. In the first two weeks of the month the big banks zeroed their InstaPay fee for individual clients and GCash cut its own send fee from PHP 15 to PHP 10. The bank rail is now essentially free. The 2% did not go anywhere. It still sits at the pawnshop counter, above the monthly quota, and almost every fee table on page one of Google still points at the wrong end of the transaction.

What actually changed in July 2026

BSP Circular No. 1238, Series of 2026 (Monetary Board Resolution No. 498, dated 4 June 2026) amended the National Retail Payment System framework. Read the circular and you will not find a price in it. It is principles-based: institutions must be able to give quantitative support for their fees, electronic-channel fees must be lower than over-the-counter fees, and recipients must receive the full amount with no deduction. There is no PHP 15 cap. There is no PHP 10 cap.

What followed was not a mandated price but a wave of independent repricings, each with its own effective date, disclosed to BSP and published on its fee-disclosure sheet. BPI went to zero for individual clients on 1 July. RCBC on 4 July. UnionBank and LandBank on 7 July. BDO, Metrobank, China Bank on 9 July. PNB and Security Bank on 10 July. GCash cut to PHP 10 on 4 July; Maya followed at PHP 10 on 6 July, which means the send fee is no longer a reason to pick one wallet over the other (the rest of that comparison still is).

So there is no such thing as “the InstaPay fee” in 2026. It is a property of the institution you are sending from, and it is still moving. Everything below is stamped to BSP’s 10 July 2026 disclosure sheet and to GCash’s own services-fees page, and we read the ledger rather than typing the number.

Cash-in: two rails, and only one of them is free

The distinction that decides your fee bill is which app you start in.

Push means you open your bank’s app and send to your GCash number over InstaPay. The fee is your bank’s own, not GCash’s, and at the large banks it has gone to zero: BPI is free (from 01 Jul 2026; BSP fee disclosure, 10 Jul 2026), and BDO and Metrobank followed on 9 July.

Pull means you open GCash, tap Cash In, and draw from a linked bank. GCash prices that on its own sheet, and it has not gone to zero.

Three mechanics worth pulling out of that table.

The push/pull gap is new and nobody has updated for it. Until July, pulling from inside GCash and pushing from your bank cost roughly the same, so it did not matter which you used. Now the push is free at every bank a foreign resident is likely to hold, and the pull still costs up to PHP 25. Same money, same wallet, same second. Open the bank app.

GCash’s own sheet still prints PHP 15 for a BPI pull. BPI’s individual InstaPay fee is zero as of 1 July 2026. Whether the GCash-side BPI figure is a stale row or a genuinely different rail is not resolvable from either company’s published pages, and we are not going to guess. Watch the confirmation screen. The price you are quoted at the moment of sending is the operative one, and if it disagrees with both sheets, the app wins.

Cebuana publishes a PHP 15,000 quota against the standard PHP 8,000, on its own site. Almost double, for the same 2% above it. In practice, walk past the M Lhuillier and into the Cebuana.

Cash-out: the free quota does not exist here

This is the correction that matters most, because we got it wrong ourselves in the May version of this article and so does most of the SERP. The PHP 8,000 free monthly allowance is a cash-in allowance. GCash’s fee page prices cash-out separately, and there is no free tier on it.

Do the arithmetic before you queue. Taking PHP 6,000 in physical pesos across a partner counter costs PHP 120 at 2%. The same PHP 6,000 pushed to your own bank at ₱10 and pulled from that bank’s ATM costs that flat fee plus whatever the ATM charges. The counter is convenience, and it is priced like it.

What we could not verify

We could not read GCash’s help centre. It returns HTTP 403 to every automated fetch, which means the figures below are the ones we would normally source there and cannot. They are published as gaps rather than as numbers, because a plausible number with no source is exactly the thing that made the old version of this page wrong.

  • 7-Eleven’s CLiQQ convenience fee. Widely reported at a flat 1% by named secondary outlets (NoypiGeeks, fintechnewsph). Neither GCash’s fee sheet nor 7-Eleven publishes it at a citable page, and crucially nobody publishes whether that 1% replaces GCash’s 2% over-quota fee or stacks on top of it. The May version of this article built a break-even calculation on the assumption that it replaces. That assumption was never sourced, so the calculation is gone.
  • Card cash-in. GCash’s fee sheet carries no credit-card or debit-card cash-in row at all, and its help centre appears to say card cash-in is not supported. The 2.58% figure this page previously carried is withdrawn.
  • GCash Padala. No fee row on GCash’s published sheet. We are not publishing a percentage for it.
  • Per-biller bills-payment fees. GCash publishes a range (“varies per biller, PHP 0 to PHP 100”) and does not itemise it. We cannot confirm that VECO or MCWD specifically are free, so we no longer say so. Check the confirmation screen.
  • Foreign-exchange margin on the GCash Visa card. GCash publishes none. The “0% FX margin per comparative testing” line this article used to run was not sourced to anything and has been cut.

That list is shorter than the article that came before it. It is also true.

Wallet caps, and where they are documented

GCash’s KYC tiers, wallet ceilings and monthly turnover limits are owned by our GCash for foreigners article, which walks the five IDs that actually work for a non-citizen and what each tier unlocks. This page is the fee page; that one is the limits page. We are not going to publish two tables that disagree.

The one limit that belongs here because it is a fee mechanic: InstaPay caps a single transfer at PHP 50,000, which GCash states on its own fee page. That is a network limit, not a GCash policy. Above PHP 50,000 you either fragment the transfer, paying ₱10 each time, or move the money from a bank account over PESONet instead.

Linking GSave (the CIMB-backed savings account inside GCash) also lifts your ceiling, and it pays 2.3% p.a. (gross) (CIMB Bank PH FAQ — GSave account interest rate (base cut to 2.30% p.a. effective 1 June 2026), 01 Jun 2026) on the balance. That rate is now the CIMB base rate and nothing more: the 2.6% this page used to quote was cut on 1 June 2026, and the “up to 4.1%” was a promotional ceiling we could not re-source, so it is gone.

GCash Visa: the only physical card left

GCash decommissioned the Amex Virtual Pay card on 1 April 2026. Its help-centre advisory carries the announcement, but that page will not serve to an automated fetch, so the date is corroborated by named secondary Technobaboy (11 February 2026). The Visa card is what remains: PHP 250 to order, no annual fee on the published sheet, card payments at no fee, and PHP 8–20 to withdraw at an ATM depending on the machine. It draws directly on the wallet balance.

For a Cebu expat it earns its place in three narrow scenarios: a backup to a Wise card on a flight out, in-store payment where tap-to-pay is flaky, and card-less-adjacent ATM withdrawal sourced from the wallet rather than a bank. What it is not is an obvious overseas-spend card, because GCash does not publish an FX margin for it. See opening a bank account in Cebu for where it sits against a BPI or BDO debit card.

Bills and load: the two rows people get wrong

Bills payment is not uniformly free. GCash’s sheet gives a range of PHP 0 to PHP 100 depending on the biller and does not publish which billers sit where. Most large utilities land at the free end, but we cannot cite that biller by biller, so read the confirmation screen before you tap.

Buy Load is not free either, which the May version of this page got wrong. GCash’s own sheet prices it: Globe at PHP 1 below PHP 99 and PHP 2 at PHP 99 and above, Smart at PHP 2 and PHP 3 on the same split, DITO and gaming pins at no fee. Small money, but it is money, and it is on the record.

Worked example: the Cebu landlord

A Mabolo studio at PHP 30,000 a month, rent paid through GCash, landlord sweeping it into a BPI account. The tenant’s cash-in habit sets the bill.

PHP 5,400 versus PHP 120 on the same rent. The 2% lands on the tenant first, which is why landlords ignore it, but it compounds into the relationship: a tenant burning PHP 440 a month at a pawnshop counter is a tenant who will eventually ask for the rent to be reduced or the payment method to change. The five-minute fix is telling them to push from their bank app. In July 2026 that instruction is worth roughly PHP 5,000 a year.

Worked example: the expat month

An expat in IT Park running PHP 15,000 a month through GCash on Grab, palengke, restaurant tabs and load.

Using the PHP 8,000 quota properly

GCash publishes the PHP 8,000 as a monthly allowance at the wallet level, not per partner. On the plain reading of its sheet the quota does not stack across counters, so PHP 8,000 at M Lhuillier plus PHP 8,000 at Palawan reads as PHP 8,000 free and PHP 160 in fees, not PHP 16,000 free. Confirm on the app’s screen before you split a cash-in, because GCash does not publish the reset mechanics.

  • If you live in cash (a common pattern for retirees on a pension picked up in person), take PHP 8,000 in at the start of the month and let the rest arrive digitally. Or use Cebuana and get PHP 15,000.
  • If you live digitally and only occasionally need to top up in cash, the quota is almost impossible to burn through and the whole 2% is irrelevant to you.
  • Do not plan around 7-Eleven. Its 1% convenience fee is reported, not published, and nobody documents whether it stacks on top of the 2%.

Cebu-specific notes

Fees are national. Access points are not.

  • Cebuana Lhuillier branches that matter for daily GCash use: the Gov. M. Cuenco strip past Banilad, Mabolo near S.B. Cabahug, Lahug at IT Park’s south gate, and the Colon cluster. That PHP 15,000 quota is the strongest published free tier in OTC and the branches are dense.
  • Bayad Center at SM City Cebu and SM Seaside runs the standard PHP 8,000, same as M Lhuillier.
  • 7-Eleven density in IT Park and Ayala is the highest of any GCash cash-in partner there, which is exactly why the undocumented CLiQQ fee matters: it is the most convenient counter and the least transparently priced one.
  • The bank branches you would push from are all within the same square kilometre: BPI and BDO on Archbishop Reyes, Metrobank on Gorordo. But you do not need the branch. You need their app, and their app is now free.

When GCash isn’t the right tool

Above PHP 50,000 in one send. InstaPay caps it. Fragment, or move the money from a bank over PESONet, where individual fees at the big banks also fell in July.

Holding a balance. The wallet pays nothing. GSave pays 2.3% p.a. (gross), and a digital-bank time deposit pays several times that. See the digital-bank comparison.

Cash-heavy months. Every peso above the quota costs 2% on the way in, and every peso taken across a partner counter costs 2% on the way out. That is 4% round-tripped through a pawnshop. Use a bank.

Money arriving from abroad. GCash states on its own site that receiving an international remittance into the wallet is free, so nothing on this page is the cost you should be optimising: the whole fee sits in the sending rail. That is a different article, and a much bigger number.

The 2026 rule of thumb, and it is a different rule than it was in May: the bank rail is free in and PHP 10 out; the counter is free to PHP 8,000 in, and never free out. The hidden fee was never at the bank. It is at the counter, after the eighth thousand peso, in the same month you forgot you had already cashed in.

How much does GCash charge to send money to a bank in 2026?
PHP 10 per transaction, capped at PHP 50,000 per transfer via InstaPay. GCash cut the fee from PHP 15 effective July 4, 2026, and publishes both figures on its own services-fees page. That PHP 10 is not a BSP price: BSP Circular No. 1238 (s. 2026) sets a principles-based pricing framework and contains no peso cap, so every institution set its own number. The BSP fee-disclosure sheet dated July 10, 2026 shows Maya at PHP 10 (effective July 6) and most large banks at zero for individual clients. This is where the 2% actually lives in 2026: a tenant paying PHP 30,000 rent who cashes in monthly at an M Lhuillier counter pays 2% on PHP 22,000, which is PHP 440 a month or PHP 5,280 a year.
Is cashing in to GCash from my bank free now?
It depends on which app you start in, and the answer changed in July 2026. If you push from your bank app via InstaPay, individual transfers are now free at BPI (July 1, 2026), RCBC (July 4), UnionBank and LandBank (July 7), BDO, Metrobank and China Bank (July 9), and PNB and Security Bank (July 10), per the BSP fee-disclosure sheet dated July 10, 2026. If you pull from inside the GCash app instead, GCash still publishes a fee on its own sheet: PHP 5 for UnionBank, PHP 15 for BPI since September 30, 2025, and PHP 5 to PHP 25 for other banks. Push, do not pull.
Does the free PHP 8,000 OTC quota apply to cash-out too?
No, and this is the correction most fee tables get wrong. GCash publishes the PHP 8,000 free monthly allowance under cash-in only. Its cash-out row reads 2% of the transaction amount at partner outlets, with no free tier, plus a flat PHP 18 for RCBC Scan to Withdraw. So taking PHP 6,000 in physical pesos across a pawnshop counter costs PHP 120, even in a month where you have not touched the cash-in quota. The cheap way out of the wallet is InstaPay to your own bank account at PHP 10, then an ATM.
What does the GCash Visa card cost?

Stop using the counter. Push the money from your bank app via InstaPay, which is free for individual clients at BPI, BDO, Metrobank, UnionBank, LandBank, RCBC, China Bank, PNB and Security Bank as of the BSP fee-disclosure sheet dated July 10, 2026. If you must use cash, Cebuana Lhuillier's PHP 15,000 monthly free quota is nearly double the standard PHP 8,000. Avoid building a plan around 7-Eleven's reported 1% CLiQQ convenience fee: neither GCash nor 7-Eleven publishes whether it replaces or stacks on top of the 2%.
